"(E) Notwithstanding any other provision of law, the Attorney General may bring a civil action in the circuit court to enjoin any enactment, action, policy, or practice intentionally taken by the political subdivision in violation of this section. If the court finds that the political subdivision has intentionally violated this section, the court shall enjoin the enactment, action, policy, or practice. An injunction shall be the sole remedy against a political subdivision that violates this section. If the Attorney General is the prevailing party in an action initiated pursuant to this section, then he may recover reasonable attorney's fees associated with the prosecution of the action." /
