Senator MCCONNELL proposes the following amendment (DG MCO ADMIN):
    Amend the bill, as and if amended, Part IB, Section 21, DEPARTMENT OF HEALTH AND HUMAN SERVICES, page 391, after line 5, by adding an appropriately numbered new proviso to read:

/     21.___. (DHHS: MCO Lobbying) For the current fiscal year, no South Carolina Medicaid Managed Care Organization (MCO) Program may charge administrative costs to the State of South Carolina in excess of 7.6%. The Department of Health and Human Services shall not award a contract to an MCO charging an excess amount. /

    Renumber sections to conform.
    Amend sections, totals and title to conform.
