Senators ALEXANDER and SHEHEEN propose the following amendment (DAD AS 90.16 RESIDUAL):
    Amend the bill, as and if amended, Part IB, Section 90, STATEWIDE REVENUE, page 534, paragraph 90.16, line 2, after "access to care" and before " . " by inserting:
/ in rural and underserved areas of the state /

    Amend the bill further, as and if amended, Part IB, Section 90, STATEWIDE REVENUE, page 534, paragraph 90.16, line 5, by inserting a new sentence at the end:
/ The department shall provide an assessment of access to care as part of the reporting requirements stipulated in Proviso 21.48, (DHHS: Medicaid Reporting). The director is not authorized to access any of the residual funds prior to January 31, 2012. The director must submit a proposal for any use of the funds to the General Assembly after January 1, 2012. If no action is taken on the proposal by the General Assembly within 30 days, the director may access the residual funds as presented in the proposal. /
    Renumber sections to conform.
    Amend sections, totals and title to conform.
