    Amend the bill, as and if amended, Part IB, Section 80A, BUDGET AND CONTROL BOARD, page 481, after line 26, by adding an appropriately numbered new proviso to read:
/     80A.___.     (BCB: Agency Deficit Prohibition)     All provisions of law permitting an agency deficit to be recognized are suspended.                     /
    Renumber sections to conform.
    Amend sections, totals and title to conform.
