    Amend the bill, as and if amended, by adding an appropriately numbered new SECTION to read:

/     SECTION     ___. The South Carolina Senate takes no position on the contents of this legislation except as is necessary to provide it with the three readings required by the state constitution.         /

    Renumber sections to conform.
    Amend title to conform.
