    Amend the committee report, as and if amended, Section 58-9-2660, as contained in SECTION 2, by adding an appropriately lettered subsection at the end to read:

/         (     ) The provisions of this section do not apply to a county with a population of less than twenty thousand.     /

    Renumber sections to conform.
    Amend title to conform.
