Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 530, after line 18, by inserting a new proviso to read:
/117.___ (GP: Across-the-Board Cut) All general fund appropriations contained in this act are reduced by five percent. The revenue resulting from the across-the-board cut is credited to the Department of Transportation and to County Transportation Committees as provided in this proviso. One-third of the revenue shall be apportioned among the counties and distributed pursuant to the C-Fund formula contained in Section 12-28-2740. County Transportation Committee funds must be expended in the manner provided in Section 12-28-2740 on existing roads and bridges. The remaining two-thirds of the revenue shall be distributed to the Department of Transportation. Department of Transportation funds must be expended for bridge replacement, rehabilitation, and maintenance projects currently programmed in the Statewide Transportation Improvement Program (STIP) and Act 114 prioritized road rehabilitation projects on existing roads approved by the commission for future inclusion in the STIP as of May 1, 2013. Unexpended funds appropriated pursuant to this proviso may be carried forward to succeeding fiscal years and expended for the same purpose. /
