Amend the bill, as and if amended, Part IB, Section 34, DEPARTMENT OF HEALTH & ENVIRONMENTAL CONTROL, page 413, line , by adding an appropriately numbered new proviso to read:
/34.___ (DHEC: Abortion Provider Fee) The department shall charge, collect, expend, and carry forward a ten thousand dollar abortion sensitivity and family impact awareness fee from each physician that performs or induces abortions in this State. The proceeds collected from the fee must be expended to fund a continuing medical education program, designed in conjunction with crisis pregnancy center, to (1) enhance the physician's sensitivity and awareness of the emotional, physical, and psychological impacts on a woman and her family before and after making a decision about whether to have an abortion and (2) the risks associated with abortions that may necessitate a woman being admitted to a hospital for treatment due to complications associated with the abortion. The program must incorporate the materials required by Section 44-41-340 into its curriculum. Any unexpended funds must be distributed on a pro rata basis to the state's crisis pregnancy centers. A physician who is otherwise subject to the fee provided in this proviso is exempt from the fee requirement if the physician is board certified in obstetrics and gynecology who has admitting privileges at a local certified hospital and staff privileges to replace on-staff physicians at the certified hospital. /
