EXPLANATION: Directs the Department of Juvenile Justice to handle administration of John de la Howe
Amend the bill, as and if amended, Part IB, Section 7, JOHN DE
LA HOWE SCHOOL, page 393, after line 17, by adding an
appropriately numbered paragraph to read:
/ (JDLHS: Administration) In the current fiscal year the
Department of Juvenile Justice shall be responsible for all
administrative functions of the John de la Howe School. During
this time the board of trustees of the John de la Howe School
shall exercise its duties and responsibilities, as defined in
Chapter 49, Title 59 of the South Carolina Code of Laws, however
the board must seek input from the Director of the Department of
Juvenile Justice, the Department of Education, the Department of
Mental Health and the Department of Social Services on best
practices with regard to the operations of the John de la Howe
School. Further, the board must develop a plan to address all
issues raised in the 2014 Inspector General's Report. The plan
must be reported to the Chairman of the House Ways and Means
Committee, the Chairman of the Senate Finance Committee and the
Governor no later than September 1, 2014 and the board must
provide the Chairman of the House Ways and Means Committee, the
Chairman of the Senate Finance Committee and the Governor with
quarterly progress reports./
