Amend the Committee Amendment, as and if amended, [page 890-1] by striking lines 27-41 and inserting:
/ SECTION 1. Section 48-39-130(D)(1) of the 1976 Code, is amended to read:
"(1) The accomplishment of emergency orders of an appointed official of a county or municipality or of the State,
beach/dune beach and dune critical area, only the use of sandbags, sandscraping, or renourishment, or a combination of them the following techniques, in accordance with guidelines provided by the department is are allowed pursuant to this item .:
(a) sandbags, provided that the orders for the sandbags are issued only by the department;
(b) sand scraping or renourishment, whether the emergency orders are issued by an appointed official of a county or municipality or the state when acting to protect public health and safety and upon written notification to the department;
(c) temporary qualified wave dissipation devices. However, the department is the only entity that may allow temporary qualified wave dissipation devices. The department may specify the location of the structure on the beach and duration during which the structure may be utilized on the beach. The department may order removal of the structure if it is responsible for any downdrift adverse impacts; or
(d) a combination of these techniques." /

/ (4) golf courses for repair and maintenance; /
Amend the committee amendment further, as and if amended, page [890-7] by striking line 28 and inserting:
/ discretion, may issue general permits for items (1), (2), and (5) /
