    Amend the bill, as and if amended, Part IB, Section 118, STATEWIDE REVENUE, page 579, proviso 118.16, after line 19, by inserting a new subitem to read:

    Ocean Water Quality Outfall Initiative $1,000,000; /    
    Renumber sections to conform.
    Amend sections, totals and title to conform.
