    Amend the bill, as and if amended, by striking all after the enacting words and inserting:

/     SECTION     1.     Chapter 7, Title 56 of the 1976 Code is amended by adding:

    "Section 56-7-11.     A state statute pursuant to the provisions of this chapter preempts any local ordinance, rule, or regulation which alters, amends, or otherwise conflicts with a state statute regarding texting; and a political subdivision, county, or municipality may not enact or enforce any such local ordinance, rule, or regulation regarding texting."

    SECTION     2.     Section 56-5-30 of the 1976 Code is amended to read:

    "Section 56-5-30.     The provisions of this chapter shall be applicable and uniform throughout this State and in all political subdivisions and municipalities therein, and no local authority shall enact or enforce any ordinance, rule or regulation in conflict with the provisions of this chapter regarding texting unless expressly authorized herein. Local authorities may, however, subject to the limitations prescribed in Section 56-5-930, adopt additional traffic regulations which are not in conflict with the provisions of this chapter."

SECTION     3.     This act takes effect upon approval by the Governor.                 /
