Amend the bill, as and if amended, by striking SECTION 12 and inserting:
/ SECTION 12. Article 1, Chapter 1, Title 57 of the 1976 Code is amended by adding:
"Section 57-1-100.
(A) This section is intended to set
forth the process by which the Department of Transportation
shall fund certain state roads, or portions of them.
(B) The department must
determine which state roads it most appropriately considers
local or rural routes. The department shall select at least a
total of nineteen thousand centerline miles. Beginning in
Fiscal Year 2015-2016, and each fiscal year thereafter, the
department must expend at least one hundred seventy six million
dollars on the paving, resurfacing, and maintenance of the
selected roads. The provisions of this section must be used to
supplement, and not supplant, existing funding."
