Amend the bill, as and if amended, Part IB, Section 118, STATEWIDE REVENUE, page 609, after line 8, by adding an appropriately numbered new proviso to read:
/ (SR: Refund for Sales Tax on Medicine) A taxpayer may claim a refundable income tax credit for the income tax year ending on December 31, 2015, equal to the amount of sales tax paid in the current fiscal year on the sale of drugs, prosthetic devices, and other medical supplies to hospitals, infirmaries, sanitariums, nursing homes, and similar institutions, medical doctors, dentists, optometrists, and veterinarians, if the products are furnished to their patients as a part of the service rendered. If the sales tax is paid after the taxpayer files an income tax return, the taxpayer may file an amended return for the tax year ending on December 31, 2015. This proviso only applies to sales tax paid and returns filed in the current fiscal year. /
