Amend the bill, as and if amended, Section 56-5-1539, as contained in Section 1, by adding the following appropriately lettered subsection:
/ ( ) Law enforcement responding to an emergency scene must remain at the scene with their emergency vehicle lights flashing until such time as all emergency vehicles and emergency personnel have transported or towed the affected vehicles and persons from the emergency scene and further emergency scene management is no longer required. This requirement shall not prevent law enforcement from leaving to respond to another emergency if, in the officer's discretion, responding to the other emergency justifies leaving the active management of the current emergency scene. /
