Amend the Joint Resolution, as and if amended, by adding an appropriately numbered SECTION to read:

Of the funds appropriated above in item (21), Section 1, to the State Board for Technical and Comprehensive Education for the Aiken Technical College Life Science Building, up to one million dollars may be used for college road and entrance/exit improvements which must be completed before the construction of the building. /
