    Amend the committee amendment, as and if amended, page [4145-3], by striking lines 7-11 and inserting:

/     (C)     The the Secretary of the Department of Commerce or his designee to the coordinating council shall be the coordinating council's chairman.             /

    Renumber sections to conform.
    Amend title to conform.
