    Amend the bill, as and if amended, SECTION 5, by striking Section 56-3-627(B) and (C)(1) and inserting:
/     (B)     If upon purchasing or leasing the item from a dealer, the owner first registers the item in this State, then the fee equals three percent, not to exceed six hundred dollars, of the gross proceeds of sales, or sales price, as those terms are defined in Chapter 36, Title 12. If the dealer holds a South Carolina retail license or offers to license and register the item, then the dealer must collect the fee and remit it to the Department of Motor Vehicles.
    (C)(1)     If upon purchasing or leasing the item from a person other than a dealer, the owner first registers the item in this State, then the fee equals three percent, not to exceed six hundred dollars, of the fair market value of the item.

Amend the bill further, as and if amended, SECTION 5, by striking subsection 56-3-627(D).

Amend the bill further, as and if amended, SECTION 7, by striking subsection 12-36-2110(A)(5) and inserting:
/             (5)     Notwithstanding any other provision of law, revenues resulting from the maximum tax imposed pursuant to this chapter on the sale, lease, or registration of an item enumerated in item (1) that would be subject to the fee set forth in Section 56-3-627, but for the state in which it is registered, equals three percent not to exceed six hundred dollars and must be collected by and remitted to the Department of Motor Vehicles. Upon collection, the Department of Motor Vehicles must transfer all the revenues to the Infrastructure Maintenance Trust Fund."
