EXPLANATION:
Amend the bill, as and if amended, Part IB, Section 11, COMMISSION ON HIGHER EDUCATION, page 339, after line 35, by adding an appropriately numbered paragraph to read:
/ (CHE: Notice of Scholarship Termination) In the current fiscal year, from the funds appropriated, an institution of higher learning may not terminate or reduce a student's scholarship without first providing the student with written notice of the cancellation or reduction by July fifteenth for the fall semester and for any other semester at least ninety calendar days before the date on which tuition and fee payments for the upcoming semester are due. This notice must be sent by certified mail, return receipt requested, to the permanent address of the student. /
