    A Bill to authorize the Aiken County Board of Education to levy an additional five mills for fiscal year 1982-83 only which shall be used exclusively for the operations of the school district; to authorize the Board of Education to charge matriculation and other incidental fees; and to provide for an advisory referendum in Aiken County to determine if the electors favor the General Assembly retaining the taxing authority over the Aiken County School Board's operational millage rate.
