    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-25-280, SO AS TO PROVIDE THAT THE STATE BOARD OF EDUCATION AUTOMATICALLY SHALL REVOKE, REFUSE TO ISSUE, OR REFUSE TO RENEW A SOUTH CAROLINA EDUCATOR'S CERTIFICATE PURSUANT TO CERTAIN CIRCUMSTANCES.
