A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 41-31-175 SO AS TO PROVIDE THAT NEW BUSINESSES IN SOUTH CAROLINA SHALL BE ASSESSED THE LOWEST RATE FOR UNEMPLOYMENT INSURANCE UNTIL CLAIMS ARE FILED INDICATING THE JUSTIFICATION FOR HIGHER RATES.
