    A Bill to enact the State Board of Education Regulatory Reform Act of 1986 by prohibiting the State Board of Education from submitting proposed regulations to the General Assembly after February first of any year, establishing within the office of State Superintendent of Education a Regulation Review Committee and to provide for its membership, powers, and duties, to require review of proposed education regulations by all district superintendents of education and school district trustees, and to suspend Education Improvement Act fund distribution to districts failing to conduct a timely review, to require the regulation review committee to tally and report the views of superintendents and trustees to the State Board of Education, to require that each member of the House Committee on Education and Public Works and the Senate Education Committee be furnished a report on a proposed regulation failing to achieve majority support of superintendents and trustees, and to prohibit the delegation of duties imposed by this by making delegation grounds for removal for cause.
