    A Bill to amend Section 20-7-60, Code of Laws of South Carolina, 1976, relating to ill treatment of children and persons who are helpless or under certain disabilities, so as to increase the penalties for violations, and to amend Section 20-7-70, relating to cruelty to children, so as to increase the penalties for violations and to delete certain cruelty to animals references.
