    A Bill to amend Section 2-7-60, Code of Laws of South Carolina, 1976, relating to the annual General Appropriation Act, so as to provide for an exception to the provisions of that Section and to make reference to new Section 2-7-61; to amend the 1976 Code by adding Section 2-7-61 so as to require the General Assembly to annually provide for all expenditures for the State Education Department in a separate Appropriation Act, provide for the appropriations thereby made for the State Education Department, require the annual Appropriation Bill for this agency to be considered prior to the General Appropriation Bill for the remainder of State Government, and provide that all other provisions of law relating to the annual General Appropriation Act which are not in conflict with the provisions of Section 2-7-61 apply to the annual Appropriation Act for the State Education Department; and to amend Section 2-7-66, relating to Education Improvement Act appropriations to agencies and entities other than the State Education Department, so as to provide that these appropriations be included in the annual Appropriation Bill for the State Department of Education.
