    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 26-1-25, so as to require a person appointed notary public to complete an approved training program for notaries public offered at a technical college before being commissioned, to require the Secretary of State and the State Board for Technical and Comprehensive Education to devise a training program for notaries public which must be regularly offered at technical colleges at a nominal fee, and to provide that the training program requirement applies with respect to persons first commissioned notary public after 1990.
