    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 44-1-175 SO AS TO PROVIDE THAT FEES COLLECTED BY A COUNTY HEALTH DEPARTMENT FOR SERVICES RENDERED MUST BE RETAINED BY THAT COUNTY HEALTH DEPARTMENT FOR USE BY THE PROGRAM THAT COLLECTED THE FEE.
