    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 2-17-55 so as to require registered lobbyists and persons employing registered lobbyists to file a report annually with the Secretary of State disclosing legal fees paid to members of the General Assembly and to provide that a registered lobbyist or person employing a registered lobbyist may retain a legislator only on an hourly fee basis.
