    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 50-17-425, so as to provide that licenses for captains or masters of trawling vessels and owners of fish, shrimp, or crab boats must be applied for between January 1 and February 1 of any year, except for owners who purchase or construct a vessel after January 31 of any year or when a captain of a licensed vessel is changed; and to amend Section 50-17-410, relating to licenses for owners of fish, shrimp, or crab boats, so as to increase nonresident trawler license fees from seventy-five dollars plus one hundred twenty-five dollars to seventy-five dollars plus two hundred twenty-five dollars.-amended title
