TO ESTABLISH A FACT-FINDING STUDY COMMITTEE TO REVIEW THE EVENTS OF FEBRUARY 8, 1968, REFERRED TO AS THE "ORANGEBURG MASSACRE," AND TO MAKE A REPORT TO THE GOVERNOR AND GENERAL ASSEMBLY CONCERNING THE HISTORICAL, SOCIAL, AND ETHICAL RAMIFICATIONS OF THOSE EVENTS; TO PROVIDE FOR THE STUDY COMMITTEE'S MEMBERSHIP, STAFF, AND REPORTING REQUIREMENTS; AND TO ABOLISH THE STUDY COMMITTEE UPON SUBMISSION OF ITS REPORT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created a fact-finding study committee to review the events of February 8, 1968, referred to as the "Orangeburg Massacre," and to make a report to the Governor and General Assembly concerning the historical, social, and ethical ramifications of those events. The study committee is composed of:

(1)    three members to be appointed by the Governor, one of whom the Governor must designate as chairman of the study committee;

(2)    two members to be appointed by the President Pro Tempore of the Senate; and

(3)    two members to be appointed by the Speaker of the House of Representatives.

(B)    The members of the study committee shall not receive compensation and are not entitled to receive mileage, per diem, and subsistence.

(C)    The study committee must submit a report containing its findings and recommendations to the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives on or before February 8, 2004. Upon submission of the report, the study committee is abolished.

(D)    The study committee must be staffed by personnel as provided and assigned by the President Pro Tempore of the Senate, by the Speaker of the House of Representatives, and by the Governor.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
