AN ACT TO AMEND ACT 1104 OF 1966, AS AMENDED, RELATING TO A SYSTEM OF COUNTY GOVERNMENT FOR EDGEFIELD COUNTY, SO AS TO PROVIDE FOR DEFINED SINGLE-MEMBER ELECTION DISTRICTS FROM WHICH THE MEMBERS OF THE GOVERNING BODY OF EDGEFIELD COUNTY MUST BE ELECTED, AND TO REVISE THE REQUIRED NUMBER OF MEETINGS OF THE COUNCIL AND THE COMPENSATION OF THE MEMBERS.

Be it enacted by the General Assembly of the State of South Carolina:

Election of Edgefield County Council

SECTION 1. Section 1 of Act 1104 of 1966, as amended by Act 521 of 1971, is further amended to read:

"Section 1. Beginning with the 1986 general election, one member of the governing body of Edgefield County must be elected from each of the following defined single-member election districts.

SECTION 2. Section 3 of Act 1104 of 1966, as last amended by Act 1042 of 1974, is further amended to read:

"Section 3. There is hereby created the Edgefield County Council (council) which must be composed of five members who must be elected in each general election to serve for terms of two years and until their successors are elected and qualify. One member with the largest plurality must be elected from each of the defined single-member election districts established by law for the election of members of the Edgefield County Council. These persons must be residents of the district and must be elected by the qualified electors of the district. Candidates must file and be nominated as candidates are for other county offices. Vacancies on the council must be filled by appointment by the Governor upon the recommendation of the membership of the House of Representatives from Edgefield County for the unexpired portion of the term only. The council may employ a county administrator who must be the administrative officer for the county at a salary and term as is determined by the council. The council shall require a bond of the county administrator as it considers advisable. The council shall not elect one of its members as county administrator. Meetings of the council must be held whenever necessary but not less than monthly. A chairman must be elected annually at the first meeting of the council. Members of the council shall receive monthly salaries as may be determined by the council."

SECTION 3. This act shall take effect upon approval by the Governor.
