Forbid that we should walk in this garden of loveliness with eyes that do not see or with hearts that do not sing. Enable us to see the miracle of Your handiwork in the tiniest bloom, in every blade of green grass, and in the budding branches against the arching sky. And may the wonder of it rebuke our cold skepticism, the joy of it restore our sagging hope, and the loveliness of it enrich our understanding of Your promises which are as sure as the stars above.

/SECTION 1.     Subsection (d) of Section 44-61-80 of the 1976 Code is amended to read:

"(d)     A certificate so issued shall be is valid for a period not exceeding three years from the date of issuance and may be renewed every three years from the date of original certification subject to the holder completing a refresher course and examination during the three-year certification period as required by the department and provided for by this chapter; provided, that upon . Upon completion of forty-eight hours of in-service training by licensed ambulance service personnel during the three-year certification period and passage of the examination as provided for by the department, the refresher course requirements may be waived; provided, further, that failure to successfully pass the examination after two attempts will require completion of the refresher course and reexamination; provided, further, that the . The curriculum for in-service training programs required in this subsection shall include but not be limited to classroom and other skills instruction and other subject matter prescribed by the department that may be conducted at ambulance services, educational facilities, or hospitals throughout the State."
SECTION 2.     This act shall take effect upon approval by the Governor./

H. 3550--THE GENERAL APPROPRIATIONS BILL

SPEAKER'S STATEMENT

"I want to ask your cooperation in the preparation of your amendments. I know the amendments are highly technical on the Appropriation Bill sometimes, but several amendments have been called to my attention that really do not completely accomplish what they set out to do. I would cite two such instances to you and tell you how I have disposed of them, in order that you might take any action if you don't wish this disposition. Where an amendment amends one line without amending the others, where lines 7 and 8 should be amended jointly, and the amendment of line 8 is merely a computation factor dependent upon the amendment of line 7, I am construing the amendment mandate 'Amend Bill and totals to conform' to permit the insertion of the technically correct figure in the additional line where it does not appear. Additionally, it has been called to my attention that, at least in one instance, an amendment was adopted that would have added certain positions or deleted certain positions, and the numbers, the dollar figures, were amended, but the FTE conformity, which would be a mathematical computation, was not included in the amendment. Again, I am construing that to be a technical amendment that we will make in Legislative Council. I would ask your cooperation in getting your amendments correct in the first place, and if anyone has an amendment that falls into either of the categories I have mentioned, I would suggest that if you disagree with the action I am taking, that a motion to amend the amendment would be appropriate, but I'm trying to save that time, if possible."
