The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O Lord our God, always near to hear us when we pray and to answer when we call, lift us above ourselves into the higher order that we may do Your will. Master our tongues and our wills. Deliver us from all that obstructs our accomplishing Your plans and purposes. As we go about the work set before us, help us to so conduct ourselves as in Your presence. Keep us steadfast in the things that matter. Make us compassionate and brotherly in all human relationships. Unite us in one effort seeking to please our Heavenly Father.

And all praise and thanksgiving be to our Lord Forever and ever.

Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The following Bill was taken up, read the second time, and ordered to a third reading:

S. 1375 -- Senator Thomas E. Smith, Jr.: A BILL TO PROVIDE THAT THE PROVISIONS OF ACT 271 OF 1985, WHICH RELATE TO THE TAX MILLAGE LEVIED AND COLLECTED FOR THE BENEFIT OF THE FIRE DISTRICTS IN FLORENCE COUNTY, DO NOT APPLY TO THE BOUNDARY LINE BETWEEN THE SARDIS-TIMMONSVILLE FIRE DEPARTMENT AND THE HOWE SPRINGS FIRE DEPARTMENT.
