Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
Our Father and our God, Who has kept us during the past night and brought us safely to this a new day, direct and cause to prosper all our deliberations and cause to advance all good things for the welfare of those we serve. Help us now and always to place ourselves unreservedly in Your hands, to be possessed and mastered by Your will and wishes, that we might find joy in our work. In all our tasks, give us Your guidance that we may walk in the paths of usefulness even as our Master was the very essence of usefulness to all mankind.
We pray in the name of Jesus, our Saviour. Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

TWO OF BAMBERG COUNTY TO ISSUE GENERAL OBLIGATION BONDS OF THE DISTRICT UP TO ITS CONSTITUTIONAL DEBT LIMIT TO FUND AN OPERATING DEFICIT; TO PRESCRIBE THE CONDITIONS UNDER WHICH THE BONDS MAY BE ISSUED AND THE PURPOSES FOR WHICH THE PROCEEDS MAY BE EXPENDED; AND TO MAKE PROVISION FOR THE PAYMENT OF THE BONDS.
H. 2030 -- Rep. Kirsh: A BILL TO AMEND SECTION 7-7-530, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO VOTING PRECINCTS IN YORK COUNTY, SO AS TO CHANGE THE PRECINCT LINES IN BETHEL NO. 1 AND CANNON MILL PRECINCTS.
