Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
Our Father God, in Whom we trust and by Whose goodness we have been brought to this hour, bless in keeping with Your knowledge the Members of this House of Representatives, its Clerks and Attaches and all other connected with this important work. Give to each of us good health to do our work, prudent judgement for the decisions to be made, wisdom beyond our own, and clear understanding of the problems at hand. Make our thinking clear, our speech frank and open, our actions courageous and decisive. Give us to understand the vanity of the temporal as compared to the glory of the eternal, even as we labor in these fields of time.
And to You, O Lord, we give unending gratitude and praise. Amen.

Rice, Mattos, Fair and Clyborne: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 4-9-81 SO AS TO REQUIRE THE GOVERNING BODY OF A COUNTY TO CHANCE THE SIZE OR MANNER IN WHICH MEMBERS OF A SPECIAL PURPOSE OR PUBLIC SERVICE DISTRICT ARE SELECTED IF REQUESTED BY RESOLUTION OF THE DISTRICT.
