Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
God of grace and God of glory, in Whose strength we find the help we need and by Whose wisdom we see the path we ought to travel, give to us a clear vision, pure hearts, constructive minds as we face the many tasks and great responsibilities that confront us. Fill our minds with Your truths and our hearts with understanding that we might think clearly, choose wisely and act nobly. Renew our faith, restore our hope, replenish our energies. May we be great enough in our desires, good enough in our determination and genuine enough in purpose as to be unfailing channels through which Your will and wishes flow to all Your people.
We pray in the Name of Jesus. Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

H. 3119 -- Charleston Delegation: A BILL TO PROVIDE FOR THE TAX MILLAGE TO BE LEVIED IN CHARLESTON COUNTY FOR FISCAL YEAR 1987-88 FOR CERTAIN LOCAL SUBDIVISIONS, AGENCIES, AND COMMISSIONS OF THE COUNTY, AND TO PROVIDE FOR THE TOTAL OPERATING BUDGETS OF THESE SUBDIVISIONS, AGENCIES, AND COMMISSIONS FOR FISCAL YEAR 1987-88.
H. 3129 -- Reps. Keyserling, White and Cork: A BILL TO REVISE THE MANNER IN WHICH MEMBERS OF THE BEAUFORT COUNTY BOARD OF EDUCATION MUST BE ELECTED BEGINNING IN 1988, INCLUDING THE ESTABLISHMENT OF SINGLE-MEMBER ELECTION DISTRICTS FROM WHICH CERTAIN MEMBERS OF THE BOARD MUST BE ELECTED, AND TO PROVIDE FOR THE TERMS OF THESE MEMBERS SO ELECTED.
