The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O God of mercy and truth, we pause in these moments of prayer, ere the day continues, to ask Your guidance throughout the activities of this day. Give us light for our way, strength for our way, and understanding for our way - that we may now and always "do Justly, love mercy, and walk humbly with our God". Enable us to plan our work thoughtfully, make our decisions wisely, and develop our policies prayerfully for the good of all. Keep our minds clear, our thoughts clean, our ambitions worthy.

And thank You, Lord, for this privilege of prayer which we offer in praise and thanksgiving. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
