The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Be constantly near to us, good and gracious God, for You understand that we have problems and carry burdens every day of our lives. We confess that at times we find it difficult to believe in You, questioning our trust in one another, and disheartening to have faith in ourselves. So we would pray that You would make us strong-restoring our faith in God, retrieving our belief in each other, and renewing our respect for ourselves. Thus, may we live this day and every day in Your strong hands. Cause us to hear clearly and always the word of the Psalmist: "Why art thou cast down, O my soul?...Hope thou in God" (Psalms 42:5)

In the Name of Jesus, the Christ, we pray. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

S. 1568 -- Senator Lee: A BILL TO AMEND AN ACT OF 1988 BEARING RATIFICATION NUMBER 719, RELATING TO THE ELECTION OF THE MEMBERS OF THE COUNTY BOARD OF EDUCATION FOR SPARTANBURG COUNTY, SO AS TO MAKE A TECHNICAL CHANGE.

RETURNED WITH CONCURRENCE

The Senate returned to the House with concurrence the following:

H. 4365 -- Rep. Harvin: A CONCURRENT RESOLUTION CONGRATULATING MS. EMILEE HEMINGWAY, CLARENDON COUNTY CIVIL DEFENSE DIRECTOR, UPON BEING NAMED DIRECTOR OF THE YEAR, AREA SIX, FOR 1988, AND COMMENDING HER FOR HER OUTSTANDING, DEDICATED SERVICE.
