Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
O God, Whose strength supports us in our labors and Whose presence sustains us in our work, give us the confident assurance that You are always with those who will claim Your companionship. Grant us patience when we demand too much too soon and when decisions do not go our way. Give us courage in the face of apparent defeat and an extra measure of faith when we falter in fear and fail in loyalty to the best. Keep us in the ranks of those who serve Your people well and who hold high the levels of public service.
In the Name of Jesus we make our prayer. Amen.

Hodges: A BILL TO AMEND SECTION 56-5-2950, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO IMPLIED CONSENT TO A CHEMICAL TEST TO DETERMINE THE ALCOHOLIC CONTENT OF BLOOD AND THE PROCEDURE RELATED TO IT, SO AS TO ADD PROVISIONS ESTABLISHING A CHAIN OF CUSTODY OR CONTROL OF EVIDENCE IN A CRIMINAL PROSECUTION UNDER THE PROVISIONS OF THIS SECTION, OR OF SECTIONS 56-5-2930 AND 56-5-2945.
H. 3260 -- Ways and Means Committee: A JOINT RESOLUTION TO MAKE APPROPRIATIONS FOR THE EXPENSES OF STATE GOVERNMENT SUPPLEMENTAL TO THOSE CONTAINED IN ACT 658 OF 1988, THE GENERAL APPROPRIATIONS ACT FOR FISCAL YEAR 1988-89, AND TO IDENTIFY THE SOURCE OF FUNDS FOR THE SUPPLEMENTAL APPROPRIATION.
