The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal Father, we stand before You in the quietness of these moments of prayer in the full knowledge that You are with us and feeling a deep need of Your help. You have made us for Yourself, and our souls are restless until they find rest in You. Let not self interest blind us to the highest good, or self concern blot from our eyes the vision of Your will, or self-seeking blur our concept of justice. Give us the courage to stand up for the hard right lest we fall for the easy wrong. In all of our worthwhile efforts, enable us to hear clearly Your Word: "I will strengthen you; yea, I will help you" (Isaiah 41:10). Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The following Bills were taken up, read the third time, and ordered sent to the Senate.

H. 4771 -- Rep. Wells: A BILL TO AMEND CHAPTER 25, TITLE 50, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO BOATING AND SURFING AT PARTICULAR LOCATIONS, BY ADDING ARTICLE 13 SO AS TO ESTABLISH NO WAKE ZONES AND TO RESTRICT NAVIGATION, THE SIZE OF WATERCRAFT, WATERCRAFT ENGINE SIZE, AND WATERSKIING AND SWIMMING ON LAKES WILLIAM C. BOWEN AND H. TAYLOR BLALOCK IN SPARTANBURG COUNTY, AND TO PROVIDE A PENALTY.

H. 5052 -- Rep. Wofford: A BILL TO AUTHORIZE THE SECRETARY OF STATE TO RESTORE THE CHARTER OF SANGAREE CIVIC LEAGUE.
