AN ACT TO AMEND ACT 36 OF 1967, AS AMENDED, RELATING TO THE SPARTANBURG COMMISSION ON HIGHER EDUCATION, SO AS TO INCREASE THE MEMBERSHIP FROM NINE TO FIFTEEN MEMBERS AND TO INCREASE THE AUTHORIZED MEMBERSHIP OF THE EDUCATIONAL ADVISORY COMMITTEE FROM FIFTEEN TO TWENTY-FIVE.
Be it enacted by the General Assembly of the State of South Carolina:
Additional members
SECTION 1. Section 1 of Act 36 of 1967, as last amended by Act 262 of 1981, is further amended to read:
"Section 1. There is created the Spartanburg County Commission for Higher Education composed of fifteen members to be appointed by the Governor on the recommendation of a majority of the members of the House of Representatives from Spartanburg County and the Senators of District 4. The terms of the members are for four years and until their successors are appointed and qualify. Vacancies must be filled in the manner of the initial appointments for the unexpired portion of the terms only.
The Superintendent of Education for Spartanburg County is an ex officio member of the commission.
At their first meeting, the commissioners shall elect a chairman, vice-chairman, secretary, and treasurer from among their members and shall organize and adopt appropriate rules and procedures.
To facilitate its work, the commission may appoint from Spartanburg County, and from adjacent areas as considered appropriate, an Educational Advisory Committee consisting of not less than ten nor more than twenty-five members which shall meet and consult with the commission as required. All members of the commission and of the Educational Advisory Committee shall serve without compensation."
Staggered terms
SECTION 2. Two of the six additional members of the Spartanburg County Commission for Higher Education appointed pursuant to this act shall serve for initial terms of two years only. The Governor shall note the terms on the appointments.
Time effective
SECTION 3. This act takes effect upon approval by the Governor.
