TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-410 SO AS TO PROVIDE FOR LIMITATIONS ON AGENCY TRANSFERS OF APPROPRIATIONS PROVIDED IN THE ANNUAL GENERAL APPROPRIATIONS ACT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 1-11-410. Transfers of appropriations provided in the annual general appropriations act may be made within agencies upon written justification to the State Budget Division and upon the unanimous approval of the State Budget and Control Board. No transfer may exceed ten percent of an agency line item nor may the total amount of an agency's transfers exceed ten percent of the program budget. Upon request, details of the transfers must be provided to members of the General Assembly on an agency-by-agency basis."
SECTION 2. This act takes effect July 1, 1991.
