A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 10-1-180 SO AS TO PROHIBIT THE NAMING OF PUBLIC PROPERTY PURCHASED OR CONSTRUCTED WITH STATE FUNDS OR OWNED BY THE STATE FOR A LIVING PERSON OR A PERSON WHO HAS BEEN DECEASED FOR LESS THAN FIVE YEARS; TO PROVIDE AN EXCEPTION; AND TO EXEMPT PROPERTY ALREADY NAMED FOR THE PERSON ON THE EFFECTIVE DATE OF THIS ACT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 1, Title 10 of the 1976 Code is amended by adding:

"Section 10-1-180. No public property, including, but not limited to, a park, a bridge, a highway or a building, or an addition to any of them, purchased or constructed with state funds or otherwise acquired or owned by the State, may be named for a living person or a person who has been deceased for less than five years; provided, however, public property may be named for a living person who has served the public in an elected capacity for at least twenty-five years upon the approval of all county and local governments in which the named property is located."

SECTION 2. The provisions of Section 1 of this act do not affect property already named for a living person or a person who has been deceased for less than five years on the effective date of this act.

SECTION 3. This act takes effect July 1, 1992.
