TO PROVIDE THAT THE AMOUNT APPROPRIATED TO COUNTIES AS AID TO SUBDIVISIONS FOR FISCAL YEAR 1991-92 OVER THE AMOUNT ACTUALLY RECEIVED BY COUNTIES AS AID TO SUBDIVISIONS FOR FISCAL YEAR 1990-91 MUST BE PAID IN EQUAL AMOUNTS ONLY TO THOSE COUNTIES IN WHICH ASSESSED VALUE ATTRIBUTABLE TO MANUFACTURING PROPERTY IS LESS THAN THIRTY PERCENT OF THE ASSESSED VALUE IN THE COUNTY AND MORE THAN SEVENTY-FIVE PERCENT OF THE REAL PROPERTY IN THE COUNTY IS CLASSIFIED AS AGRICULTURAL REAL PROPERTY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. For fiscal year 1991-92 only, the amount appropriated to counties as aid to subdivisions that exceeds the amount actually received by counties as such aid in fiscal year 1990-91 must be distributed equally only to those counties which for the 1991 tax year had less than thirty percent of the assessed value of property in the county attributable to manufacturing property and in which more than seventy-five percent of the real property in the county is classified as agricultural real property.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
