A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 8-13-625, SO AS TO PROHIBIT PAYMENTS TO A PERSON FOR THE PURPOSE OF INDUCING OR ENCOURAGING A PERSON TO RUN OR NOT TO RUN FOR PUBLIC OFFICE OR TO WITHDRAW AS A CANDIDATE FOR PUBLIC OFFICE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 8-13-625. A person shall not directly or indirectly advance, pay, solicit, offer or receive, or cause to be advanced, paid, solicited, offered or received, any money, employment, promise of employment, or anything of significant value to or for the use of any person in order to induce or encourage a person to become or not to become a candidate for public office or to induce or encourage a person to withdraw as a candidate for public office.

Nothing in this section shall be construed to prohibit a person from making, offering, or accepting a campaign contribution or anything of value as authorized by law.

Nor shall it be unlawful for a person to make, offer, or accept a contribution or anything of value in order to pay or reimburse the cost of filing for candidacy for a public office.

Any person who accepts a contribution or anything of value directly or indirectly to pay or reimburse the cost of filing for candidacy for a public office must report the name of the person or persons who paid the fee and the amount in accordance with the filing requirements in Section 8-13-620."

SECTION 2. This act takes effect upon approval by the Governor.
