TO CONGRATULATE NEWBERRY CITY POLICE INVESTIGATOR, L. J. "JACKIE" SWINDLER, UPON BEING NAMED OFFICER OF THE YEAR BY THE SOUTH CAROLINA LAW ENFORCEMENT OFFICERS ASSOCIATION FOR THE YEAR 1991.
Whereas, the members of the General Assembly are very pleased to learn that Newberry City police investigator, L. J. "Jackie" Swindler, has been named Officer of the Year by the South Carolina Law Enforcement Officers Association for the year 1991; and
Whereas, Jackie Swindler is a native of Saluda, South Carolina, and graduated from Piedmont Technical College in 1977 with an associate degree in criminal justice, and Newberry College in 1989 with a B. A. in sociology. In addition, he has a master's degree in criminal justice from the University of South Carolina and is a graduate of the FBI National Academy in Quantico, Virginia; and
Whereas, he has been a member of the Newberry City Police Department since 1985. He has been a valuable asset in Newberry County's war on drugs due to the fact that as a result of an agreement between the City of Newberry and the County of Newberry, he coordinates all drug enforcement activities within Newberry County and has been involved in every recent drug case made in Newberry County; and
Whereas, not only has he demonstrated a high standard of professionalism as a law enforcement officer but he and his lovely wife, Sherry, have given of their time and talents during their free time to countless young people and are responsible for turning many young lives around; and
Whereas, this award brings deserved credit and recognition not only upon Jackie Swindler and his department but upon the City and County of Newberry as well; and
Whereas, the members of the General Assembly, by this resolution, would like to publicly recognize and congratulate this truly outstanding law enforcement officer upon the occasion of his receipt of this deserved award. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby congratulate Newberry City police investigator, L. J. "Jackie" Swindler, upon being named Officer of the Year by the South Carolina Law Enforcement Officers Association for the year 1991.
Be it further resolved that a copy of this resolution be forwarded to Mr. Swindler.
