A JOINT RESOLUTION

TO ESTABLISH A COMMISSION FOR THE STUDY OF THE NEEDS OF RETIREES IN THE STATE; AND TO STUDY AND MAKE RECOMMENDATIONS TO THE GENERAL ASSEMBLY ON MAKING SOUTH CAROLINA A MORE ATTRACTIVE RESIDENCE TO RETIREES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. A Commission is hereby established to assess the needs and study the problems of retirees residing in this state and to determine what actions the State should take to attract and retain retirees. The Commission shall study and make recommendations about state tax policies affecting the retirees residing in this State, including how to attract and retain more retirees. The Commission shall report such findings to the General Assembly.

SECTION 2. The Commission shall consist of two members of the Senate to be appointed by the President of the Senate; two members of the House of Representatives to be appointed by the Speaker of the House; the Commissioner of the Tax Commission or his designee; the State Treasurer or his designee; the Director of the Commission on Aging or his designee; the Director of the Department of Parks, Recreation and Tourism or his designee; the Director of the State Development Board or his designee; and three retired citizens of the state appointed by the Governor. A chairman shall be selected from the legislative membership of the Commission by the members of the General Assembly who are members of the Commission. The Commission shall dissolve two years after its creation.

SECTION 3. The members of the Commission shall receive no compensation for their services, other than reimbursement for traveling and other expenses incurred in the performance of their official duties. The expenses of the legislative appointees and governmental members must be paid from the approved accounts of their respective bodies and agencies, and the expenses of the gubernatorial appointees must be paid from funds appropriated to the Governor's Office.

SECTION 4. This act takes effect upon approval by the Governor.
