A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 15-1-325 SO AS TO PROVIDE THAT A PERSON DEMONSTRATING, PROTESTING, ASSEMBLING, OR OTHERWISE ACTING IN A MANNER THAT DENIES ANOTHER THE RIGHT TO ENTER, LEAVE, OR TRAVEL TO A PLACE THE OTHER IS LAWFULLY ENTITLED TO ENTER, LEAVE, OR TRAVEL TO IS BARRED FROM BRINGING OR MAINTAINING A CIVIL ACTION AGAINST ANY OTHER PERSON FOR DAMAGES WHICH MAY HAVE OCCURRED TO HIM AS A RESULT OF THIS ACTION WHETHER OR NOT HE IS CONVICTED OF A CRIMINAL OFFENSE IN REGARD TO THIS ACTION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 15-1-325. A person demonstrating, protesting, assembling, or otherwise acting in a manner that denies another the right to enter, leave, or travel to a place the other is lawfully entitled to enter, leave, or travel to is barred from bringing or maintaining a civil action against any other person for damages which may have occurred to him as a result of this action whether or not he is convicted of a criminal offense in regard to this action."

SECTION 2. This act takes effect upon approval by the Governor.
