TO RECOGNIZE BILLIE S. FLEMING, A MEMBER OF THE SOUTH CAROLINA STATE HIGHWAY AND PUBLIC TRANSPORTATION COMMISSION, FOR HIS SERVICE AS CHAIRMAN OF THE COMMISSION'S MINORITY AFFAIRS COMMITTEE.
Whereas, Billie S. Fleming of Manning has rendered distinguished service to the State of South Carolina as a member of the South Carolina State Highway and Public Transportation Commission since 1987 representing District 3 (Clarendon, Lee, Sumter, and Williamsburg counties; and
Whereas, Commissioner Fleming has served as chairman of the Commission's Minority Affairs Committee, 1990-91; and
Whereas, he has worked diligently to promote policies which ensure greater opportunities for the minority communities and minority business enterprises in South Carolina to actively participate with the South Carolina Department of Highways and Public Transportation in procurement, construction, and business development opportunities. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate commend Commissioner Billie S. Fleming of Manning for his service as a member of the South Carolina State Highway and Public Transportation Commission and especially his dedicated services and outstanding leadership in promoting opportunities for minority business enterprises.
Be it further resolved that a copy of this resolution be forwarded to Commissioner Billie S. Fleming.
