A SENATE RESOLUTION

TO COMMEND THE HONORABLE D. L. WICKER OF CAYCE FOR HIS TRULY OUTSTANDING SERVICE TO THE CITY OF CAYCE, THE COUNTY OF LEXINGTON, AND THE STATE OF SOUTH CAROLINA, AS A MEMBER OF THE CAYCE CITY COUNCIL AND IN OTHER CAPACITIES UPON THE OCCASION OF HIS RETIREMENT AS A CAYCE CITY COUNCILMAN IN NOVEMBER, 1992.

Whereas, the citizens of Cayce and Lexington County were indeed fortunate when the Seaboard Railroad transferred D. L. Wicker to Columbia on November 1, 1941, because he shortly thereafter chose Cayce as the place for he and his family to live; and

Whereas, Mr. Wicker served his employer and community well after arriving in South Carolina and entered politics in 1950 when he was first elected to the Cayce City Council; and

Whereas, after five years on the Council, he did not offer for reelection because of a commitment to the Building Committee of the Cayce Methodist Church, and during the interim period before he returned to Council he served Cayce as the chairman of the city's first planning commission; and

Whereas, after returning to the Cayce City Council and filling the vacancy created when Stanley Goodwin was elected Mayor, Mr. Wicker served continuously until November, 1992, when he decided not to seek reelection; and

Whereas, during his more than thirty years of service on the Cayce City Council, D. L. Wicker served as Mayor Pro Tem to four mayors, was never defeated in an election and was an integral part of the City of Cayce's tremendous growth and development; and

Whereas, many milestones were accomplished during his tenure on Council including the building of a state-of-the-art wastewater treatment plant and two water plants, the enactment of the city's Code of Ordinances and increased professional staffing, the acquisition of modern firefighting equipment, the development of affordable public housing and wonderful parks and playgrounds, and finally the improved involvement in the government of the city by its citizens; and

Whereas, D. L. Wicker somehow also found the time to be a lay leader of the Cayce Methodist Church which he has served in numerous capacities including Sunday School Superintendent, president of the Methodist Men and a member of its administrative board. He also earned the gratitude and respect of his peers as a civic leader of the Lexington community as chairman and a member of the board of directors of the Central Midlands Regional Planning Council and as treasurer of the Lexington County Municipal Association; and

Whereas, the example of public service set by this truly outstanding man is a credit not only to himself and his family but to his city, county, and State as well; and

Whereas, the members of the Senate of South Carolina, by this resolution, would like to say thank you for a job well done to this distinguished South Carolinian upon the occasion of his retirement after more than thirty years as a member of the Cayce City Council. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate hereby commend the Honorable D. L. Wicker of Cayce for his truly outstanding service to the City of Cayce, the County of Lexington, and the State of South Carolina, as a member of the Cayce City Council and in other capacities upon the occasion of his retirement as a Cayce City Councilman in November, 1992.

Be it further resolved that a copy of this resolution be presented to Mr. Wicker.
